A New Covenant
Sudan's path to peace, national recovery and renaissance — a vision and a charter for the transition, 2027–2034.
"A New Covenant" (عهد جديد) is a programmatic vision published by the Sudanese politician and writer Adil Abdelaati. It argues that Sudan's crisis is not a crisis of governments but of a state that has failed as it was built since independence, and that rebuilding that same state would rebuild the war with it.
It comes in three levels: a Charter open for signature, an Executive Summary of eight pages, and the full vision of 182 pages, together with accompanying papers and draft laws.
The twelve principles
- Ending the war as the highest national priority, without rewarding crimes.
- One sovereign Sudan, without partition, parallel authority or foreign military bases.
- One national army holding the monopoly of arms, outside politics and the economy.
- A civil state standing at an equal distance from all religions.
- Equal citizenship without discrimination of region, ethnicity, religion or sex.
- Supremacy of the constitution and the rule of law.
- Fundamental rights and freedoms, inviolable.
- Justice and reconciliation: no amnesty for grave crimes.
- Decentralised government with real powers for the regions.
- A productive and just economy.
- Free elections and peaceful transfer of power.
- A transition of no more than 36 months, overseen by a Transitional Constituent Assembly and led by a National Recovery Government.
The road
- 2026: the Sovereignty Council forms the Transitional Constituent Assembly (100 members).
- 2027: the Assembly approves the transitional constitution, then the National Recovery Government; the national dialogue begins.
- 2028: the war ends, security arrangements, reconstruction and return.
- 2029: the permanent constitution and the first general elections.
- 2030–2034: an elected government completes reconstruction.
